Turkey's Law No. 7592 on amendments to the Higher Education Law and several other laws entered into force after publication on August 9, 2026. Its student-amnesty provisions create a route back to higher education for eligible people whose university enrollment was terminated and for some people who earned a place in a program but did not register. The Council of Higher Education, known as YÖK, said successful applicants may resume their studies in the 2026-2027 academic year.
A four-month application window
The law gives applicants four months from the date it took effect. An application must be filed with the higher education institution where the person previously studied or obtained the right to enroll. Universities are therefore expected to publish their own instructions, required documents and administrative calendars through student affairs offices. Anyone considering an application should rely on the official notices of the relevant university and YÖK rather than unverified social-media summaries.
The framework covers eligible former students from preparatory, associate, undergraduate, degree-completion and graduate programs, as well as certain people who qualified for a program but never registered. The law also contains exclusions. Eligibility will consequently depend on an individual record and the institution's review. A broad public announcement should not be treated as a guarantee that every former student will be readmitted.
Return planned for 2026-2027
Students whose applications are accepted are expected to begin or resume education during the 2026-2027 academic year. Registration, course equivalency, recognition of previously completed classes and adaptation to the current curriculum will be handled by the relevant institution. Because universities have different academic calendars and administrative procedures, implementation details can vary even when applications arise from the same national law.
The legislation also permits people who regain student status to seek transfer to certain equivalent open-education programs, subject to the applicable academic rules and capacity. YÖK is authorized to determine broader implementation principles, while universities will manage institution-level procedures. Applicants therefore need to monitor both central guidance and announcements from the university senate or student affairs unit responsible for their file.
The law covers more than student amnesty
Law No. 7592 includes several higher-education measures beyond the return pathway. These include limited additional examination or repetition opportunities for some final-year students who reached the maximum study period, rules concerning completion of certain practical education requirements, changes affecting academic units and administrative provisions for foundation universities. For an amnesty applicant, however, the main practical points are the four-month deadline, filing with the correct institution and meeting the conditions written into the law.
YÖK's announcement confirms that the measure entered into force and that eligible students can return in the 2026-2027 year.
