Türkiye has revised the rules governing project-based state support for large-scale and technology-focused investments. Presidential Decision No. 11572, published in the Official Gazette on August 9, 2026, changes provisions on applications, minimum investment thresholds, evaluation, activity reports and contracts with investors. The measure does not abolish the existing support scheme. It amends parts of the framework that has been in force since 2016.
Applications may begin with a call or invitation
Under the revised text, the Ministry of Industry and Technology may invite one or more companies by letter for an investment topic selected by the ministry. It may also publish a call through its official website or verified accounts on digital platforms. A call or invitation can include conditions specific to the proposed project. The change does not mean that every investment automatically qualifies for support, because projects must still pass the ministry’s assessment.
An investor seeking consideration is expected to submit a petition and a feasibility report prepared by a development or investment bank. The decision states that these application requirements will not apply to investments evaluated under the Technology-Oriented Industry Move Program. Investors will therefore need to follow the full decision and the terms of any future ministry call when determining the required documents and process.
Minimum investment thresholds are redefined
For investments that produce goods on the Priority Product List and have been selected for support under the Technology-Oriented Industry Move Program, the minimum fixed investment amount is set at 100 million Turkish lira. For other investments, the minimum fixed investment amount or research and development expenditure threshold is 2 billion lira. These figures are eligibility floors for evaluation, not a guarantee that a project will receive aid.
Projects considered suitable by the ministry will be submitted to the president. If support is approved, the ministry will issue an investment incentive certificate. The decision also allows the ministry to sign contracts with investors, or with subsidiaries fully owned by those investors, for projects that involve at least 5 billion lira in fixed investment and qualify as completely new investments.
Reporting and investment-start obligations
After an investment completion endorsement, the investor must submit an activity report once a year for five years. The report is expected to list the amounts of support that the project continues to receive. Except in cases of force majeure or extraordinary circumstances, the investor must also document that a specified level of spending has been reached within three years from the effective date of the support decision.
The spending condition is described as at least 200 million lira, or 10 percent of the total investment amount, incurred after the investment start date stated in the relevant decision. How the test applies will depend on the conditions in the official text. The provision creates an ongoing monitoring mechanism rather than limiting the review to the initial application stage.
Some support may start during partial operation
If requested by the investor, the ministry may conduct an on-site inspection through at least two appointed experts to confirm that part of the investment has entered operation. Following the completion endorsement, energy support or the employer’s share of social security premium support may begin. Before the investment becomes fully operational, however, total energy support cannot exceed 50 percent of the maximum amount assigned to that category.
The revised decision also says investments covered by the Technology-Oriented Industry Move Program and approved for project-based support may receive direct assistance from KOSGEB or TÜBİTAK. The activity-report provision applies retroactively from November 26, 2016, while the remaining amendments took effect on August 9, 2026, the date of publication.
