It assigned officials the task of constructing an agrivoltaic plant in the Vatican’s Santa Maria di Galeria extraterritorial area. The document linked solar power to the Vatican’s climate-neutrality objective and gave appointed commissioners authority to carry out the required administrative acts.
A further institutional step followed in 2026. In an official document published on June 2, Pope Leo XIV established the “Fratello Sole” Foundation to advance the project. The same document said an agreement signed with Italian authorities on July 31, 2025 entered into force on May 27, 2026. The foundation is based in Vatican City State and operates within the extraterritorial Santa Maria di Galeria area.
How agrivoltaics works
Agrivoltaic systems install solar panels in a configuration that allows agricultural activity to continue. Panel height, row spacing, shading and water management are designed around the land and the crops selected for cultivation. The goal is to obtain electricity and agricultural output from the same site rather than replacing farming entirely.
