The White House released a new National Space Transportation Policy on August 20, 2026, setting a goal for United States launch and reentry ranges to support more than 1,000 operations a year by 2030. Signed as a national security presidential memorandum, the policy calls for broader commercial access to federal launch facilities, assessments of additional sites and closer integration between space operations and air traffic systems.
A 2030 capacity target
The policy's clearest numerical target is capacity for more than 1,000 launches and reentries from American soil every year by 2030. Reuters reported that the United States recorded 178 launches in 2025, illustrating the scale of the proposed expansion. The White House document presents the goal as a threshold that requires parallel progress in infrastructure, operations and regulation.
The target covers both rockets leaving Earth and vehicles returning through the atmosphere. That distinction matters because reentry operations require their own landing areas, airspace coordination and public-safety planning. The policy directs federal agencies to support access to launch and reentry facilities for government and non-government users.
New sites and airspace planning
Relevant federal agencies have 180 days to assess potential additional launch locations. During the same period, officials are instructed to prepare a plan for integrating space transportation into air traffic control modernization. The document also calls for the assessment of priority airspace arrangements for critical launch corridors.
The reentry timetable is shorter. The federal government is directed to identify an additional reentry site on federal land within 90 days. A commercial development plan for that site is due within 240 days. Selecting a location does not itself authorize operations; safety, environmental review, infrastructure and licensing requirements would still apply.
A commercial-first approach
The new policy tells federal agencies to use American commercial space transportation services when practical. Government organizations should avoid activities that discourage or compete with private operators unless public safety or national security requires them. The memorandum also promotes joint infrastructure development with private companies and efforts to strengthen domestic supply chains.
This approach does not remove the government's regulatory or operational role. The Federal Aviation Administration continues to license commercial launches and reentries. While the memorandum seeks faster permitting and environmental reviews, it also preserves responsibilities connected to public health and safety, property safety, national security and foreign policy.
Links to the Moon and Mars
The policy is not limited to Earth orbit. It describes transportation needs ranging from suborbital and very low Earth orbit to the lunar surface, Lagrange points and deep space. NASA is directed to facilitate commercial transportation to the Moon, robotic access to Mars and commercial options that could support future human activity at Mars.
A White House fact sheet also repeats goals of returning American astronauts to the Moon by 2028 and establishing initial lunar base elements by 2030. However, the new memorandum is not by itself a mission schedule, budget appropriation or launch license. Reaching the 1,000-operation target will depend on agency plans, private-sector capacity and completion of required safety reviews.

In the coming months, decisions on a new reentry site, additional launch locations, airspace integration and facility development will show how the policy moves from goals to implementation. The deadlines require agencies to produce reports, plans or recommendations; they do not guarantee that every proposed project will be built. The practical measure of progress will therefore be concrete site decisions, infrastructure investments and licensing outcomes.
The policy replaces the previous national framework issued in 2013, when the commercial launch market operated at a much smaller scale. Its new numerical goal acknowledges rapid growth but also raises coordination challenges.
