Türkiye has set the service units and personnel distribution for contract health workers to be employed in 2027. Presidential Decision No. 2026/339, published in the Official Gazette dated October 17, 2026, covers a total of 31,054 contract health workers and specifies the service areas in which they may be employed.
The decision was issued under Article 1 of Law No. 4924, which provides for contract health personnel in locations and service branches where staffing is difficult. Its stated objective is to help health services operate effectively and efficiently in those areas. The allocation will apply from January 1, 2027.
31,040 positions allocated to in-patient treatment institutions
Almost the entire allocation is assigned to in-patient treatment institutions. The annex lists 31,040 personnel for that service category. Emergency health services receive one position, district health directorates and community health centers receive seven, and health houses receive six. Together, the four categories total 31,054.
The figures describe the distribution of contract personnel covered by the decision. In-patient treatment institutions account for approximately 99.95% of the total. The combined allocation for emergency health services, district health directorates, community health centers and health houses is 14. The decision says this distribution is intended to support services in areas where staffing is difficult.
Specialist physicians form the largest professional group
By professional title, specialist physicians make up the largest group, with 25,955 positions. The list also includes 5,061 physicians, 25 health officers, nine midwives, two nurses, one dietitian and one health technician. These professional allocations also add up to 31,054.
Specialist physicians represent about 83.6% of the total capacity, while physicians account for roughly 16.3%. Together, the two physician categories cover 31,016 positions. The other listed health professions total 38, showing that the decision is weighted heavily toward physician employment and in-patient treatment institutions.
What the decision regulates
Decision No. 2026/339 defines the service units in which contract personnel may work in 2027 and the total capacity by professional title. It is not a preference guide listing hospitals, province-level vacancies or placement order. It also does not set out salary terms, contract duration or procedures for beginning employment.
Publication of the decision does not itself constitute an application announcement or examination calendar. The document does not provide application dates, candidate eligibility requirements, a preference timetable or a placement method. It would therefore be inaccurate to say that applications for 31,054 positions have opened on the basis of this decision alone.
Application details require a separate announcement
Prospective applicants will need to follow announcements from the Health Ministry and other relevant official institutions for any next steps. If a recruitment process is opened, the application method, timetable, education requirements and institution- or location-level vacancies would need to be defined in a separate official notice. The current decision contains only the service-unit and personnel distribution for the 2027 implementation period.
Law No. 4924 establishes the framework for using contract personnel to provide health services in places where recruitment is difficult. The new decision identifies the units and total personnel numbers for applying that framework in 2027. Its central effect is to direct nearly all of the contract staffing capacity toward in-patient institutions and physician roles.
