Türkiye is preparing an “AI Fast Track” within the Turkish Patent and Trademark Office, or TÜRKPATENT, to speed up industrial-property applications connected to artificial intelligence. According to an Anadolu Agency report published on August 26, 2026, the planned channel will use transparent disclosure and accelerated examination procedures. The stated target is to make the mechanism operational within one year.
What the Fast Track would do
The announced framework is not yet a detailed application guide or a fully operational procedure. Authorities have not specified how much examination times could fall, which technical fields would qualify first, or whether fees would change. What has been confirmed is narrower: Türkiye plans to encourage industrial-property filings for AI technologies and inventions that use AI, require transparent disclosure, and process eligible applications through an accelerated examination route.
An accelerated route would not mean that a patent or utility-model application is accepted automatically. Core industrial-property tests, including novelty, inventive step and industrial applicability, remain relevant. The proposal concerns administrative speed and predictability; no official announcement says that technical eligibility standards will be removed or weakened.
Connection to the 2026-2030 AI Action Plan
The Fast Track was presented as an implementation item under the Türkiye Artificial Intelligence Action Plan for 2026-2030, coordinated by the Ministry of Industry and Technology. The official plan brings together AI awareness, skilled workforce development, data and computing infrastructure, adoption in the public and private sectors, and trustworthy AI governance. Government announcements describe the plan through four principles that can be translated as Recognize, Benefit, Produce and Govern.
Faster patent processing could reduce timing uncertainty for startups and research teams that work with short product-development cycles. Its practical value, however, will depend on the eligibility rules, TÜRKPATENT’s examination capacity, the scope of technical disclosures required from applicants, and the way the domestic route interacts with international patent strategies.
A risk-based AI framework is also planned
The same action plan also calls for tiered obligations based on the risk level of an AI system. The approach reported by Anadolu Agency would use simplified checklists for low-risk applications, a short algorithmic impact assessment for medium-risk systems, and a broader assessment package for high-impact systems. That broader package is expected to include a public model card and a detailed technical file for supervisory authorities.
Systems used in healthcare, education, employment, social assistance, credit assessment, biometric identification, law enforcement and justice are expected to be treated as high-impact. Applications that directly affect children and other vulnerable groups are also included in the proposed high-impact category. These elements should not be read as completed legal rules, because the final sector guidance and implementation documents have not yet been published.
What this means for applicants
If the route becomes operational, a more predictable timetable could be the most important change for startups, universities and corporate research teams. Applicants would still need to explain the technical contribution of an invention, the role of data and how AI functions within the claimed solution. Because the transparent-disclosure standard has not been published, existing applications should not be assumed to qualify automatically.
Accelerated domestic examination also does not create international protection by itself. Rights in other jurisdictions remain subject to international agreements and national patent procedures. The Fast Track should therefore be understood as one administrative channel inside Türkiye rather than a replacement for a broader filing strategy.
