The Turkish Football Federation has introduced a competition-specific adjustment to the rules governing foreign players for the 2026-27 season. According to the federation’s announcement dated August 26, 2026, the framework commonly described as the “10+4” rule will not apply in Turkish Cup matches. Süper Lig clubs will be allowed to use the 14 foreign players they designate without applying the age criteria that form part of the league roster system.
Which players are covered?
The TFF placed a clear date restriction on the adjustment. It applies to players who were already in a club’s squad and remained under contract on August 26, 2026. Players added after that date will not receive the same exemption. The measure therefore does not create an unrestricted route for clubs to sign additional foreign players during the rest of the transfer window. It is a transitional provision for existing contracted squads.
The federation also said Süper Lig clubs may not name more than 14 foreign players on a match list. For Trendyol 1. Lig teams, the match list can include no more than eight foreign players, while a maximum of six may be on the field at the same time. Those separate limits preserve the distinction between the two professional divisions.
How the cup rule differs from the league framework
In a separate statement on June 30, the TFF said it was not changing the foreign-player principles previously announced for the 2026-27 Süper Lig season. The August 26 decision should therefore be read as a Turkish Cup adjustment rather than a complete removal of the league framework. League fixtures and cup fixtures remain subject to different details.
The “10+4” description refers to the age distribution attached to foreign players registered on a Süper Lig first-team list. Under the newly announced cup arrangement, clubs can use 14 eligible foreign players who were under contract on the reference date without applying that age distinction. The overall ceiling of 14 foreign players on the match list still remains.
What changes for clubs?
The adjustment may be especially relevant to clubs whose current squads include foreign players who do not fit the league’s age-based distribution or who occupy a different position in league roster planning. Coaching staffs will have a broader pool of existing players available when selecting Turkish Cup squads. The cutoff date is equally important: a player registered after August 26 cannot benefit from this transitional exemption.
The TFF’s published registration calendar says the summer transfer and registration period ends on September 4, 2026. Clubs continuing their transfer activity will therefore need to distinguish between league eligibility, cup eligibility and the date condition in the new decision. The announcement did not introduce a team-specific exception, an additional match-day quota or any broadcast-related change.
The official wording matters
Short social media summaries may describe the decision as a complete removal of the foreign-player limit, but that would go beyond the TFF’s text. The measure is tied to the Turkish Cup, numerical ceilings and contracts already active on August 26. Final player eligibility will continue to depend on the federation’s registration procedures and the applicable competition statutes.
The most accurate reading is therefore narrow and practical: the 10+4 age distribution will not be used in Turkish Cup games, the 14-player match-list ceiling remains in place, and the transitional benefit covers only foreign players already contracted on the stated date. Clubs will still have to comply with the separate rules governing their league squads.
